【摘要】:Thispracticecontainsamechanismtodeterminethatthehazardousconstituentshavebeenremediatedtoanacceptablelevel.Thispracticeassistsboththeregulatorandtheowner/operatorinestablishingcost-effectivestepsandproceduresnecessarytodetermineifthesitehasachieveditsobjectiveforsiteclosure.Thispracticecanbeappliedtohazardousandnonhazardousspillsorleaks,surfaceimpoundments,wastepiles,buildings,andtanks.Thegeneralnatureofthispracticeallowsitsuseinalargevarietyofsituations.1.1Thispracticecoversthestepsnecessarytodetermineifasiteisreadyforclosurewithemphasisongeneralsamplingtechniquesandhowtodetermineiftheagreeduponlevelofremediationhasbeenachieved.1.2Aminimumofstatisticalproceduresisusedinthispractice.1.3Thestandardpracticedoesnotaddressradioactivewastesitesnordoesitcovereverysituationthatcanoccurinthefield.Itdoescoverthefollowinggeneralsamplingtechniques:soilsampling,swipesamplingofbuildingsandequipment,surfaceimpoundments,wastepiles,andlayeredtanks.Itdoesnotcoverdrumsampling,generalwatersamplingandmonitoringwellsandtheirconstruction.1.4Thisstandarddoesnotpurporttoaddressallsafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticestodeterminetheapplicabilityofregulatorylimitationspriortouse.
