【摘要】:1.1Thispracticedescribesproceduresforconductingcomprehensivesurveysofbuildingsandfacilitiesforthepurposeoflocating,identifying,quantifyingandassessingasbestos-containingmaterials.1.2TheresultsofaComprehensiveBuildingAsbestosSurveyareintendedtobeusedforongoingmanagementofasbestos-containingmaterials,includingOperationsMaintenance,removalandotherresponseactions.Thisincludesresponseactionsassociatedwithrenovations.AComprehensiveBuildingAsbestosSurveyisalsointendedtoprovideinformationrequiredforremovalofasbestos-containingmaterialspriortodemolitionofabuildingorfacility.1.3Thisstandardpracticediscussestwotypesofsurveys:BaselineSurveysandProjectDesignSurveys.1.4Thisstandardpracticediscussesthefollowingactivitiesforeachoftheabovetypesofsurveys:1.4.1Planningthesurveytomeetdefinedobjectives;1.4.2Obtainingandreviewinginformationonthebuildingorfacilityincludingprevioussurveysandresponseactions;1.4.3Conductingthephysicalactivitiesofinspectingthepremisesandcollectingbulksamplesofsuspectmaterials;1.4.4Analyzingthebulksamplesforasbestostypeandcontent;1.4.5AssessingtheCurrentConditionandPotentialforDisturbanceofasbestos-containingmaterials;and1.4.6Preparingareportthatincludesanarrativediscussionofthefindings,tabulationsofinspection,samplingandanalysisresults,graphicaldepictionoftheareasinspected,andtheresultsoftheassessment.1.5AComprehensiveBuildingAsbestosSurveyprovidessufficientinformationabouttheasbestos-containingmaterialsinabuildingorfacilityforpurposesofarealpropertytransaction.Insituationswheretheamountofinformationrequiredbyapartytothetransactionisminimal,aLimitedAsbestosScreenmaysufficeinplaceoftheComprehensiveBuildingAsbestosSurvey.1.6Thisstandardpracticedoesnotincludeairsamplingorsurface(dust)samplingforpurposesofevaluatingapotentialexposurehazardfromairborneasbestosfibers.1.7Warning-Asbestosfibersareacknowledgedcarcinogens.Breathingasbestosfiberscanresultindiseaseofthelungsincludingasbestosis,lungcancer,andmesothelioma.Precautionsinthisstandardpracticeshouldbetakentoavoidcreatingandbreathingairborneasbestosparticlesfrommaterialsknownorsuspectedtocontainasbestos.Seeforregulatoryrequirementsaddressingasbestos.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
